This is where an app will go if it is either incomplete when posted, or not accepted. If you're not finished and post it anyways, please just put something in the subject that says that, and we won't move your app here. A staff member will have a few comments on the app explaining why it wasn't accepted. Simply fix it and pm one of us, and we'll probably accept it.
